Creamer, apparently the only form on which this pattern appears.  It is one of six Baltimore views known with this border.  The Masonic Hall was built 1813-1822 at the corner of St Paul's Street and Courthouse Lane.   It was built to accommodate all the Masonic lodges which held meetings in the city.  It was razed in 1895.
